Three experts in port cyber security will discuss the risks and implications of cyber attacks and the mitigations being put in place at ports in North America and around the world. This dynamic panel discussion will provide invaluable guidance for terminal operators, shippers, policy makers and cyber security suppliers.

About the presenters: 

Greg Villano, MILT, CISSP, GICSP, PMP, Advisory Specialist Leader – OT Cyber Deloitte

Greg Villano has over thirty-seven years of experience working with industrial automation & control systems (IACS). He’s held electrical maintenance and management related positions in both North and South America across a variety of industries including maritime, stone quarrying / manufacturing, and hygiene / forest product manufacturing.

Fourteen years of his career were spent as a licensed commercial mariner / chief electrician for a global offshore drilling and exploration company where he was responsible for creating and implementing an industry leading IACS cyber security program for their fleet. Since 2015, his work has been specifically focused on industrial automation and control system cybersecurity for both onshore and offshore critical infrastructure.

Greg is currently an Advisory Specialist Leader with Deloitte’s Government and Public Services (GPS) practice and continues concentrating his cybersecurity efforts on securing, monitoring, and protecting industrial control systems within multiple critical infrastructure verticals. He actively participates in several cybersecurity related workgroups and panels including InfraGard (Houston Chapter), the International Society of Automation, and the International Association of Drilling Contractors.

Lisbeth Laurie, Chair, Maritime Safety and Security in the Americas, The Center for Ocean Policy and Economics (COPE°)

Lisbeth Laurie is Program Manager and expert in the design of initiatives aiming to improve maritime and port security, including promoting, designing, and implementing key capacity-building programs for north, central and south American countries; developing training content, best practices, and tabletop exercises related to port security; and implementing efforts related to supply-chain security. She has over twenty-year experience working for international organizations, she is part of the group of experts of the Organization of American States, International Maritime Organization and CyberNet of the European Union. Currently is the chairperson of the Maritime Safety and Security in the Americas working group at the Center for Ocean Policy and Economics.

In her role as a Program Manager of the Maritime and Port Security Program of the Inter-American Committee against Terrorism (CICTE) of the Organization of American States (OAS), a multilateral organization covering the Americas, Ms. Laurie has led important initiatives: (1) the development of National Maritime Security Strategies for Guatemala, as well as for each of seven Eastern Caribbean countries and also creation of an Eastern Caribbean Regional Maritime Security Strategy;  (2) an operational assessment of a key maritime port for the Saint Vincent and the Grenadines; (3) publication of Maritime Cybersecurity in the Western Hemisphere Guidelines, and a Verification and Compliance Manual for Port Security Officials.

In addition, Ms. Laurie conducted public outreach and have represented the OAS at numerous national and regional maritime security-related training courses, conferences and meetings of senior decision-makers.

Ms. Laurie holds degree as a Public Accountant (CPA) and a certification in Forensic Accounting from Georgetown University. As well as various graduated studies related to maritime security; including, Incident Command System; and Maritime and Port Security Official from the Navy University from Mexico; Dynamics of Maritime, River and Port Drug Trafficking from Navy School “Almirante Padilla” Colombia; and Development of National Security Strategies and Maritime Transport of Goods: Key elements, contracts and insurance from the International Maritime Business School from Spain. She is fluent in Spanish and English and has over twenty years of experience working for international organizations.

Ryan Manning, Director of Security, Port of Long Beach

Ryan Manning is the Director of Security for the Port of Long Beach, California.  He was named to the position in 2024 by the Long Beach Board of Harbor Commissioners.  As the Director of Security, Mr. Manning leads a team that closely coordinates with terminal operators, cargo owners and logistics stakeholders to ensure the safe, secure and efficient movement of over $200 billion in goods annually. He leads a 100-plus member division dedicated to safeguarding port facilities, infrastructure and waterways for harbor employees, tenants, customers and the public.  He also provides liaison with more than 80 public safety and security partners throughout the region.

Before coming to the Port, Mr. Manning retired from the United States Coast Guard after serving on Active Duty for 30 years, including nine years in the Long Beach – Los Angeles maritime community, most recently as the Captain of the Port for the U.S. Coast Guard Sector. Before coming to Southern California, Mr. Manning was the Commanding Officer of U.S. Coast Guard Activities Europe, located in The Netherlands, where he directed U.S. Coast Guard vessel inspection and port security assessments throughout Europe, Africa, and the Middle East.  He also served as Chief, Office of Port and Facility Compliance at U.S. Coast Guard Headquarters in Washington D.C., where he was responsible for developing and implementing national Coast Guard policies concerning port, cargo, and international supply chain safety and security.

Mr. Manning is a graduate of the U.S. Coast Guard Academy where he earned a Bachelor of Science degree in Civil Engineering and his commission as an officer. He also earned a Master of Science degree in Mechanical Engineering, a Master of Science degree in Joint Campaign Planning & Strategy, and is CA licensed Professional Engineer.  Ryan and Carri Anne Manning along with their daughter and son, Maggie and Dane, make their home in Huntington Beach.

Marco Ayala, President, InfraGard Houston Members Alliance

Marco Ayala has over 28 years of experience where he designed, implemented, and maintained process instrumentation, automation systems, safety systems, and process control networks. In his role with large global manufacturing company, he is responsible for applications globally that are specific to plant site operations and corporate governance.
With around two decades focused specifically on industrial cybersecurity, he has led efforts to secure the oil and gas (all streams), maritime port, offshore facilities, and chemical sectors, supporting federal, local, and state entities for securing the private sector.

Marco is highly active in International Society of Automation and is a longtime member. He is a 22-year Senior Member and a certified cyber instructor for ISA (62443) with volunteering commitments and contributor to the AMSC Gulf of Mexico (GOM) cybersecurity committee in a sworn in role to the USCG as Chair of Threat Intelligence and Cybersecurity for the outer continental shelf (OCS).
