About the presenters: 

Shri Madiwal, Vice President, Operations and Supply Chain, Port of Vancouver

As Vice President of Operations and Supply Chain at the Vancouver Fraser Port Authority, Captain Shri Madiwal oversees the port authority’s land and marine operations, trade development, health, safety, emergency management, and port and supply chain optimization. Shri is an integral part of the executive leadership team, driving digital transformation to enhance efficiency and reliability within the supply chain. Shri is a certified Master Mariner—the highest internationally recognized level of seafarer qualification available. He also holds a master of business administration degree from Simon Fraser University.

 

Eric Harvey, President and CEO, Railway Association of Canada

Eric Harvey is president and CEO of the Railway Association of Canada which represent 60 railway companies operating in Canada. He has over 25 years of experience in legal and regulatory transportation matters. His most recent role was as assistant general counsel on policy and legislative affairs at CN. During his time at CN, Eric worked on key files such as reviews of the Railway Safety Act and the Canada Transportation Act. He also led many advocacy initiatives by engaging with elected and non-elected officials for CN. Prior to this, he worked in Ottawa for federal agencies regulating transportation. He is a graduate from King’s College London (Master of Laws) and the University of Ottawa (Bachelor of Laws).

Paul Courtney, President, CIFFA

Paul assumed the position as the President of CIFFA on April 3, 2025 at CIFFA’s Board meeting in Montreal. Mr. Courtney previously served as Treasurer and also as the Chair of CIFFA’s Customs committee.

Paul has literally grown up in this business, assuming leadership of his family’s enterprise just over a decade ago. All in, he has more than 30 years experience in the customs and freight industry, and has been an active member of the industry associations that helped shape the current systems. He offers his clients a unique depth of understanding of the connection between distribution and successful business strategies and welcomes the discussion.

Robert Dick, Assistant Deputy Minister, National Supply Chain Office, Transport Canada

Robert Dick is the Head of Canada’s National Supply Chain Office. The Office collaborates with other orders of government, industry, and labour to strengthen the efficiency and resiliency of transportation and logistics infrastructure and operations, to improve the reliability of Canada’s supply chains and contribute to productivity and affordability.

Robert has over 25 years of federal government experience, including in air sector policy, national cyber security, and on a range of economic, social and national security files at Transport Canada, Public Safety Canada, the Privy Council Office, and Western Economic Diversification. Robert is from Winnipeg and currently based out of Vancouver.

About the moderator:

Ian MacKay, Transportation Lawyer

Ian MacKay spent his 38-year career as a lawyer and executive in the government and private sectors dealing with federally regulated transportation law and policy problems. Prior to his retirement at the end of 2023, he helped shipper clients deal with the rate and service disruptions in ocean and rail carriage caused by the Covid 19 pandemic.
