On Monday, February 6th at 8:00 AM PT/ 11:00 AM ET/ 4:00 PM UTC we hosted a CILTNA Webinar: “Scaling Up Sustainability in Transport and Logistics” with guest speakers Andrea Debbane, Head of Global Sustainability, Kuehn+Nagel and Ronan Chester, Climate Action and Sustainability Leadership, Vancouver Fraser Port Authority.
Recent calls to “decouple” US-China trade and concerns over the US Inflation Reduction Act (IRA) have led to fears of fragmentation and deglobalization. At the same time, there is an urgent need to decarbonize trade and supply chains to get to Net Zero by 2050. Yet, international trade and greater cooperation can amplify global efforts to address climate change and put the planet on a sustainable growth trajectory. Global trade and supply chains are essential to scaling up the green technologies that can ensure sustainable growth, free from carbon pollution.
While there are many obstacles to the energy transition needed to decarbonize our transport systems and supply chains, it is recognized that urgent collective action and leadership is required at all levels – both in business and government. The first Chapter Forum of 2023 happened on Thursday, January 19th at 6.30 CT/7.30 ET.
Dale Chrystie is a globally renowned expert in this field, he is a business fellow and blockchain strategist for FedEx, based at their worldwide headquarters in Memphis. Dale has been involved with Blockchain since 2017 and presents at conferences around the world on its role in transforming supply chains and logistics. As FedEx founder and Chairman Fred Smith announced back in 2018, “Blockchain has big implications in supply chain, transportation and logistics. It’s the next frontier that’s going to completely change worldwide supply chains.”
Blockchain remains a difficult topic to grasp and although most of us have heard of the technology most have little insight into how it applies in the logistics and transportation industry.
Dale presented on Blockchain and its growing importance and role in today’s supply chains and answered questions.

CILTNA Webinar Hosted by the US Chapter: “Improving Safety at Rail Grade Crossings” with guest speakers Jeff Moller and Andrew Young
Our final Chapter Forum of 2022 was hosted on Thursday December 15th at 7.30 ET/6.30 CT. We returned to the rail industry with a look at the ways rail operators, the federal government, university researchers and technology companies are working to improve safety at grade crossings.
This point of physical intersection of rail with road brings trains, cars, trucks, cyclists and pedestrians together. Maintaining safe ‘grade separation’ is crucial to avoid accidents. Despite significant progress over the years in reducing fatal incidents there was still 234 fatalities at grade crossings last year in the USA. Jeff Moller and Andrew Young will look at some of the causes of grade crossing incidents and talk about the latest thinking, from policy to technology adoption, to improve the safety at the nation’s 200,000 grade crossings.
Jeff Moller is AVP Transportation Systems & Practices at the AAR (Association of American Railroads) and Vice Chair of the UIC North American region. Andrew Young is the Business Development Director for Passenger at Wi-Tronix and CILTNA Board member and Chair of the US Chapter.

CILTNA’s Pacific chapter held its first in-person event since the pandemic began in the evening of 28 November 2022. Some 70 students, educators and industry professionals met on the theme Transport, Mobility, Logistics, Supply Chain: Developing Talent for Tomorrow’s World. The event was generously sponsored by SULMONA Holdings Limited (SHL).
Hiring Talent to Run A Railroad
After a networking reception, Mr. Chad Rolstad, VP Human Resources and Chief Culture Officer of Canadian Pacific Railway spoke. He is a fifth-generation railroader who has worked 12 years for BNSF and 6 for CP.
Mr. Rolstad outlined CP’s extraordinary effort in 2022, in a very competitive labour market, to hire the talent to run the railway. Highlights include:
- CP has attracted 97,000 applicants to date using mainly social media, notably Facebook, and through 65 network-wide hiring fairs;
- after shortlisting, interviews and checks, 3,064 people have been hired to date, 85% for union jobs;
- intensive 6- to 7- month paid training gives new front-line engineering-mechanical-operations workers the right knowledge and skills to work safely;
- housing can be an issue; in Revelstoke BC, CP is building 48 fully furnished employee homes;
- CP considers immigration key to labour supply; and works with government on employer-sponsored work permits and temporary foreign worker programs.
Mr. Rolstad also spoke to CP’s current acquisition of Kansas City Southern railroad, noting:
- public hearings by the US Surface Transportation Board were held in late September 2022;
- STB approval for CP control is expected Q1 of 2023, then CP would acquire voting rights and full control of KCS;
- a future CPKC network will have vast reach through Canada, US and Mexico, bypassing congested Chicago, accessing multiple ports, and creating new single-line routes.
Gordon Payne Achievement Award at BCIT
CILTNA’s Pacific Chapter then announced the inaugural Gordon Payne Achievement Award. Gordon, who passed away in 2021, was a Chapter member and a legend of the Vancouver waterfront. He rounded out his career as founder of Harbour Link Container Services Inc. The Chapter decided to honour his memory with the award at the BC Institute of Technology. Working with the BCIT Foundation, the Chapter exceeded its fundraising target to establish a permanent endowment.
A $1,000 cheque goes annually to an outstanding student entering the second year of the International Business Transportation Management Program at BCIT. The first recipient, Hai Nhi Ngo, is an international student from Vietnam.
The Dr. Ken Denike Award in Transportation Studies at University of BC
Chapter member Joe Sulmona first paid tribute to the late Dr. Mike Tretheway, an intellectual giant and friend of many in the audience. Members of Dr. Tretheway’s family were present.
Dr. Sulmona then announced a very generous founding contribution by SHL, his family’s business, to endow The Dr. Ken Denike Award In Transportation Studies to fund an annual award towards a UBC undergraduate’s tuition fees. In addition, SHL will match contributions from new supporters to a maximum figure. Please find details of this opportunity elsewhere in this newsletter.

At the CILTNA Pacific Chapter meeting in Vancouver on 28 November 2022, Joe Sulmona, Chartered Member, announced that his family business, SULMONA Holdings Ltd. (SHL) has permanently endowed the Dr. Ken Denike Award in Transportation Studies at the University of British Columbia.
The Award will be granted each year to deserving undergraduates who demonstrate interest and capability in the public or private aspects of mobility for both movement of people and goods, and at all scales from micro-active, to urban, regional, national, and international cross-border networks. Students from a variety of UBC undergraduate schools may apply that encourages an interdisciplinary approach to student achievement.
Dr. Sulmona further announced that in addition to its $80,000 contribution, SHL will match new Award supporters’ contributions on a dollar-for-dollar basis up to another $20,000. SHL’s contribution is nearly sufficient to grant an Award for an entire year’s undergraduate tuition, and more can be done.

Janet Drysdale is a seasoned and versatile executive with over twenty-five years of cross-functional leadership in the transportation industry.
Ms. Drysdale was appointed Vice-President Financial Planning & Sustainability in June 2022. Prior appointments include Vice-President Sustainability, Vice-President Financial Planning, Vice-President Corporate Development, and Vice-President Investor Relations.
Ms. Drysdale oversees all financial planning and analysis activities, including CN’s operating and capital budgets, revenue planning and forecasting, profitability analysis, and costing and economic regulation. Ms. Drysdale also continues to drive CN’s integrated sustainability strategy, including overseeing the Company’s ESG disclosures, Climate Action Plan, and related programs and initiatives.
Ms. Drysdale has long been an advocate for the rail industry and North America’s critical supply chains, increasing the representation of women in rail, and the transition to a lower carbon economy. She has regularly presented to various levels of government, Chambers of Commerce and Boards of Trade, and has guest lectured at McGill University and the University of Toronto. Geoff holds a bachelor and master’s degree in civil engineering from the Universities of Ottawa and McGill and is a fellow of the Alberta Energy Futures Lab, a sustainability-driven, innovation-focused initiative whose vision is to accelerate the clean transition of Alberta’s energy system.

Disruption, Response and Recovery: The BC Ports Intermodal Supply Chain Webinar

Two-day 2021 Virtual Fall Outlook Conference on 15-16 November 2021 via webinar began at 11:30 a.m ET.
The conference focused on “UPHEAVAL IN THE SUPPLY CHAINS: How Logistics and transport systems respond to the dramatic shifts in demand and supply”
On Day 1 – November 15: Module One from 11:30 a.m. to 2:00 p.m. ET, to open the conference, there were greetings from Minister of Transport, the Hon., Omar Alghabra speaking to us from COP26 in Glasgow, Scotland, then we heard from Alan Cooke, SVP, Operations, Auxly, who detailed the challenges shippers are currently experiencing during the pandemic and what changes they are making in their supply chain management practices. He was followed by Stan Wraight, President and CEO, Strategic Aviation Solutions International (SASI), who addressed the challenges facing the air sector where cargo capacity dropped down to a halt and is now coming back as demand is up. He spoke on capacity issues for air cargo with airlines and airports. Then we heard from Pino Delvecchio, Head of Healthcare Canada at Bolloré Logistics who highlighted how much COVID-19 has reshaped the global supply chain across the world and how this impacts North America. He was followed by Mathew Wilson, Sr. Vice President Canadian Manufacturers & Exporters Inc. who addressed the policy issues facing manufacturers & exporters and the challenges they are trying to overcome due to the supply chain mess that is having impacts on our exporters ability to get their goods to foreign markets on time and in a cost effective manner.
On Day 2 – November 16: Module Two from 11:30 a.m. to 2:00 p.m. ET, the moderator introduced a video presentation by Caroline Mulroney, Minister of Transport Ontario, who outlined the programs the provincial government is undertaking to improve the movement of goods and people especially in the heavily congested urban areas. Then we heard from Dr. Matthew Roorda, Professor, Civil & Mineral Engineering, University of Toronto and the Chair of the Smart Freight Centre who spoke about “CLUE: City Logistics for the Urban Economy”. Next speaker was Ian Hamilton, President & CEO Hamilton Oshawa Port Authority who discussed the HOPA Ports expansion in the Golden Horseshoe and the impact on the communities from Oshawa to Niagara. Followed by Dr. Anne Goodchild, Founding Director of the Supply Chain Transportation & Logistics Center at the University of Washington who presented her perspective on “Post-Pandemic Cities: Fighting Congestion in The E-Commerce Age”.
On Day 2 – November 16: Module Three from 2:30 p.m. to 5:00 p.m. ET, the opening speaker was Chantale Després, Assistant Vice-President, Sustainability at CN who discussed the activities underway at CN with respect to decarbonization of their supply chain. She was followed by Greg Holt, Senior Price Specialist, S&P Global Platts, who spoke about the International challenges at the Port of Los Angles and Long Beach that are affecting most shippers and consumers across North America. What is the root cause of the problem and what is a solution? Then we heard from Angela Splinter, CEO, Trucking HR Canada, who addressed issues facing the trucking industry and the implications of going electric. She was followed by Sally Dam, Director, Urban Delivery Strategy at Canada Post who addressed the challenges of THE LAST MILE delivery today.

22 September 2021 – Infrastructure Impact on Economic Growth: Harnessing the Potential in the Ontario-Michigan/Ohio Corridor
On Wednesday, September 22 at 12 PM EST/10 AM MT/9 AM PT/11 AM CT/5 PM UK we hosted a webinar entitled, Infrastructure Impact on Economic Growth: Harnessing the Potential in the Ontario-Michigan/Ohio Corridor with guest speaker, Dr. Bill Anderson, Director, Cross Border Institute, University of Windsor.
Most of the merchandise trade between Canada and the US moves by truck, and therefore relies on the cross-border integration of the highway networks of both countries. The Detroit River crossing is the most important Canada-US connection by value of trade and a critical link in the binational highway infrastructure system. By providing route choice, increased capacity, redundancy and more efficient border processing, the Gordie Howe International Bridge ensures that the Detroit River crossing will be well served for the remainder of the 21st century and beyond. Bill Anderson’s presentation reports on an international, interdisciplinary study to assess the economic significance of the new bridge and make recommendations on how governments at all levels, trading firms and logistics providers can take advantage of the economic opportunities that it will open up.

On Thursday, 4 March 2021, 4:30 pm ET/2:30 pm MT/3:30 pm CT/1:30 pm PT we hosted – “Asian Supply Chain Issues during the Pandemic” Gabriel Lagunes, CN representative in China. Moderated by Bob Armstrong, President of CILTNA and ATLAS Trade & Logistics Inc.
In this webinar the audience gained a unique perspective of the world-wide container shipping crisis from Gabriel Lagunes, CN’s representative in China based in Shanghai. He explained the big picture COVID-19 impacts through a manufacturing and landside lens. Although supply chain disruptions have been reported throughout the pandemic, Gabriel’s commented as a participant on the ground brought a reality lens to the situation.
In a discussion with the moderator, Bob Armstrong, Gabriel offered more context concerning specific disturbances that are causing confusion, delays and inefficiencies. He offered his observations and anecdotes that demonstrated the fast and perhaps lasting impacts of COVID-19-related trade disruptions.

10 February 2021 – CN and McCarthy Lawyers – “Carrier’s Limitation of Liability – When One is the New Zero. When does a carrier’s limitation clause in fact result in full value liability?”
On Wednesday, 10 February 2021 at 12 ET/10 MT/11 AM CT/9 AM PT we hosted, Carrier’s Limitation of Liability – When One is the New Zero. When does a carrier’s limitation clause in fact result in full value liability?
This webinar reviewed recent case law and considered how to draft enforceable clauses that reflect the parties intention to limit carrier liability. Speakers discussed two recent cases in which the courts were asked to clarify the extent to which railways may limit their liability for loss of or damage to freight. In one case, the Quebec Court of Appeal ruled that a limitation of liability near zero would be equivalent to an “exclusion” of liability and thus invalid, while another case currently before the Supreme Court of Canada deals with privity of contract in respect of confidential contracts between railways and shippers. Three rail transportation law experts discussed these cases and their broader implications for rail cargo claims. This webinar was presented by:
